Release 2.1.10

Here are the improvements:

• Billing Manager - now defaults to a by-month view (instead of all).  It picks last month if <= the 15th, this month if > the 15th
• Billing Manager - You can now create all of your bills . . . with just one click!
• The Bill - now sorted by date
• Reports (incld. the Bill) - All of your layout options are saved forever . . you don't want to see the Comments on the Bill?  They're gone forever.
• Plan Map - Now includes actions and links tp edit plans/actions.
